Why Waste Management Is Receiving More Attention
Newcastle City Council has recently contacted property licence holders following reports of overflowing bins, contaminated recycling and poor waste management across parts of Jesmond.
The council has confirmed that it will carry out further inspections and may take enforcement action where HMO licence conditions relating to waste management are not being met.
What Landlords Need To Be Aware Of
Licence holders should ensure that:
- Sufficient refuse and recycling capacity is provided for the property.
- Bins are clean, in good condition and have fully closing lids.
- Recycling bins are not contaminated with general waste.
- Any rubbish attributable to the property is removed from rear lanes.
- Bins are clearly labelled with the property number and street name.
- Bins are returned to the property's curtilage promptly after collection.
- Required waste audits are completed where requested by the council.
These requirements are becoming an increasing area of enforcement, which means landlords need a reliable process for communicating responsibilities and checking that they are being followed.
A Common Challenge In Larger HMOs
One of the biggest problems is not that tenants intentionally ignore the rules. It is that they may not know which bin is being collected, when collection day is, when bins need to be put out or when they should be brought back in.
In larger HMOs, each tenant can assume that somebody else has dealt with it. That can quickly lead to missed collections, overflowing bins, contaminated recycling or waste being left in rear lanes.
What Newcastle Residential Is Developing
