PRS Database Launch Dates Confirmed: What Newcastle Landlords Need to Know

The Government has announced the rollout timetable for the new national landlord registration service. Here are the dates and preparations that matter to North East landlords.

The Next Major Stage Of The Renters' Rights Reforms

The Government has announced the timetable for the next major stage of the Renters' Rights reforms: the national Private Rented Sector database, which will be delivered through the new Register your rental property service.

Registration will be compulsory for private landlords in England and will be introduced region by region, beginning on 15 December 2026.

The Government's announcement of 9 September 2026 confirms that landlords in each region will have a three-month period to register when their area is called forward.

For Newcastle and North East landlords: the currently published regional timetable gives an expected registration opening date of 15 June 2027 and a deadline of 14 September 2027. Landlords should check the formal regional guidance when it is issued in case the timetable changes.

How Much Will Registration Cost?

The registration fee is currently expected to be £65 per property, per year. This means the cost would apply to each rental property rather than being a single annual fee for each landlord.

Portfolio landlords should therefore begin allowing for this additional annual compliance cost. The final fee should still be checked against the regulations and official guidance when they are published.

Who Will Need To Register?

Landlords of properties occupied under assured or regulated tenancies will be required to register. This includes properties that are already tenanted when registration reaches the relevant region, as well as properties that become occupied during the rollout period.

Initially, an empty property that is simply being advertised for rent will not need to be registered.

The Government has confirmed that this will change at a later stage. Landlords will eventually need an active registration before marketing an unoccupied property, and registration numbers will need to appear on property advertisements.

What Information Will Landlords Need To Provide?

The final detailed requirements will be set through regulations. However, the Government has already identified landlord details, property information and gas, electrical and EPC safety information as core parts of the database.

Landlord Details

  • Landlord contact information.
  • Details for all joint landlords.
  • Ownership information where required.

Property Details

  • Full property address and type.
  • Number of bedrooms.
  • Number of residents or households.
  • Whether the property is occupied and furnished.

Tenancy And Licensing

  • Whether the property is an HMO.
  • Property-licensing information where applicable.
  • Current rent and payment frequency.
  • Whether bills are included.

Safety Information

  • Gas Safety Certificate information.
  • Electrical safety and EICR information.
  • Energy Performance Certificate information.

This makes it increasingly important for landlords to keep compliance records organised and current rather than waiting until the registration window opens.

Can A Letting Agent Register For You?

Landlords should not assume that their letting agent can complete the entire registration process on their behalf.

The Government has previously confirmed that agents will be able to support landlords and provide certain property information. However, further guidance is expected on which declarations landlords must make personally and what agents or property managers will be permitted to submit.

What Happens If A Landlord Does Not Register?

Registration will be a legal requirement rather than a voluntary accreditation scheme. A landlord who fails to comply risks enforcement action and may also face restrictions when seeking possession.

The Renters' Rights enforcement framework provides for civil penalties of up to £7,000 for relevant breaches and up to £40,000 for offences, repeated breaches or continuing non-compliance where the legislation provides for the higher penalty.

Do not leave registration until the deadline: the detailed database enforcement regulations are still to be brought into force, but landlords should treat the regional registration window as a firm compliance deadline.

Why Is The Government Introducing The Database?

The database forms part of Phase 2 of the Renters' Rights reforms. The Government says the service will:

Public access to parts of the database is expected after the initial landlord-registration stage.

The new PRS Landlord Ombudsman will also follow as part of Phase 2, although mandatory membership of that scheme is currently expected during 2028.

What Should Newcastle Landlords Do Now?

There is no need for North East landlords to register immediately. The current timetable gives landlords time to prepare before the expected regional registration window opens on 15 June 2027.

Registration Preparation Checklist

  • Check that every current Gas Safety Certificate is stored and easy to retrieve.
  • Confirm each Electrical Installation Condition Report is valid and recorded.
  • Review Energy Performance Certificates and their expiry dates.
  • Confirm property ownership and joint-landlord details.
  • Check correspondence addresses, email addresses and telephone numbers.
  • Record accurate property type, bedroom, household and occupancy information.
  • Review HMO, selective or additional property licences where applicable.
  • Check current rent, payment frequency and whether bills are included.
  • Allow for the expected annual registration cost across the portfolio.
